Hallmark San Mateo Asphalt Paving is an asphalt paving contractor based in San Mateo, CA. We provide a range of paving, sealcoating, repair, striping, and related services to residential and commercial customers in San Mateo County and surrounding areas. Services include, but are not limited to, asphalt paving, sealcoating, parking lot striping, driveway installation and repair, crack sealing, pothole repair, resurfacing, asphalt milling, grading and excavation, concrete curbing and sidewalks, drainage solutions, and speed bump installation.
All services are subject to site conditions, weather requirements, material availability, and permitting as applicable. We reserve the right to decline any project that does not meet our safety or quality standards.
Written estimates provided by Hallmark San Mateo Asphalt Paving are based on the conditions observed at the time of the site visit and the scope of work described. Estimates are not binding contracts until both parties have signed a written agreement.
Changes to the scope of work discovered during the project - such as unforeseen base failure, subsurface drainage issues, or utility conflicts - may result in additional costs. We will notify you before proceeding with any out-of-scope work and obtain your approval before charging for it.
Prices quoted are valid for a period specified in the written estimate. Material and fuel price fluctuations may require price adjustments for projects not started within that period.
Project scheduling is subject to weather conditions, crew availability, and permit approval timelines. We schedule most projects within the same week whenever possible, though lead times may vary during busy seasons.
Asphalt paving and sealcoating require dry conditions. If inclement weather prevents us from starting or completing your project as scheduled, we will contact you to reschedule at the earliest available date. Weather-related delays do not constitute a breach of contract on our part.
If you need to cancel a scheduled project, please notify us as early as possible. Cancellations made after materials have been ordered or crews have been dispatched may be subject to a cancellation fee to cover direct costs already incurred.
Payment terms are set out in the written contract or invoice for each project. A deposit may be required prior to the start of work. Final payment is due upon completion of the project unless otherwise specified in writing.
Late payments may be subject to interest charges as stated in the written agreement. We reserve the right to suspend or withhold services on any active project if payment obligations are not met.
Accepted payment methods will be communicated at the time of contract. We do not accept responsibility for payments sent by methods not confirmed in writing by our office.
Hallmark San Mateo Asphalt Paving warrants that all work will be performed in a professional manner consistent with industry standards for asphalt and paving work in CA. Specific warranty terms - including duration and what is covered - are set out in the written contract for each project.
Workmanship warranties do not cover damage caused by factors outside our control, including but not limited to: ground movement, subsurface water infiltration, seismic activity, tree root intrusion, vehicle damage, chemical spills, or failure to follow post-installation care instructions.
Asphalt surfaces require a curing period before they reach full hardness. Following post-installation care instructions - such as keeping vehicles off a freshly sealed surface for 48 hours - is required to maintain warranty coverage.
Except for the express workmanship warranty described in Section 6 and any manufacturer warranties for materials used, all services and information provided by Hallmark San Mateo Asphalt Paving are provided on an "as is" basis. We make no representations or warranties of any kind, express or implied, regarding the results of any particular project beyond what is stated in the written contract.

By scheduling work with us, you represent that you have the legal authority to authorize work on the property and grant our crew access to the work area during the scheduled period. If permits are required for the work, it is the property owner's responsibility to ensure all required permits are obtained unless we have agreed in writing to pull permits as part of the project.
You are responsible for ensuring that the work area is clear of vehicles, personal property, and obstructions before our crew arrives. We are not responsible for damage to personal property left in or immediately adjacent to the work area.
If a dispute arises between you and Hallmark San Mateo Asphalt Paving regarding services or a project, we ask that you contact us directly first. Most issues can be resolved quickly through direct communication, and we are committed to working through problems in good faith.
If a dispute cannot be resolved informally, both parties agree to attempt mediation through a mutually agreed mediator in San Mateo, CA, before pursuing any other legal remedies. Nothing in this section waives either party's right to seek emergency injunctive or equitable relief where appropriate.
These Terms and Conditions and any disputes arising from them shall be governed by and construed in accordance with the laws of the State of California, without regard to its conflict of law principles. Any legal action or proceeding relating to these terms shall be brought in a court of competent jurisdiction in San Mateo County, California.
We reserve the right to modify these Terms and Conditions at any time. Updated terms will be posted on this page with a revised effective date. Your continued use of our website or services after any modifications constitutes your acceptance of the updated terms. If you have a signed written contract with us, the terms of that contract govern your specific project regardless of subsequent changes to these Terms and Conditions.
